Thirty Parcels Being Downzoned to Address Residential Density Concerns

 Blythewood Town Council has scheduled a public hearing for Monday, June 26, at 7:00 PM at The Manor at Doko Meadows to hear public testimony regarding the proposed downzoning of thirty select parcels of land within town limits to a lower residential density. Council is considering this change to address concerns about neighborhood density and the quickening pace of residential development.

 These parcels are listed in the table below, and have been visibly marked with green public hearing signs on site.

 The proposed ordinance would change the current zoning of 30 parcels from R-5 (5,000 square feet per lot) or R-12 (12,000 square feet per lot) to D-1 (20,000 square feet per lot). Larger lot sizes discourage residential developers interested in proposing high-density, small footprint neighborhoods.

 According to the town’s planning consultant Michael Criss, “This approach would declare Town Council’s concern about the density and pace of residential development in Blythewood, while maintaining the current zoning of existing or vested developments such as Oakhurst and Abney Hill Estates.

 Council had previously considered a recommendation to eliminate the existing R-5, R-8, and R-12 districts as proposed in Ordinance 2017.004. However, this would create nonconforming lots and structures on the hundred or so parcels with these three zoning designations. Zoning nonconformity of lots or structures can affect property titles, financing, insurance, and marketability. Also, keeping R-5, R-8, and R-12 zoning districts maintains the zoning of existing or vested developments such as Oakhurst, Dawson’s Creek, Dawson’s Pond, Cambridge Point (all R-8), and both phases of Abney Hill Estates (R-12).
